No. JPG compression already discarded some detail the moment the file was first saved, and no format change can bring it back. What PNG gives you is a stopping point: from here on, every save is lossless, so the image won't degrade any further.

PNG stores every pixel without lossy compression, while JPG throws detail away to stay small. A 400 KB photo can easily become a 2 MB PNG. That's expected, and it's the price of a copy that survives repeated editing.

Not on its own. JPG can't store transparency, so the converted PNG keeps whatever solid background the JPG had. The output format supports an alpha channel, but you'd still need to remove the background in an editor afterwards.
